US unknowingly giving aid to terrorist.

Audit done by Inspector General Donald A. Gambatesa reports that the , U.S. Agency for International Development (USAID), has mistakenly funneled American taxpayer funds to individuals and entities with terrorist affiliations. USAID was established in 1961 by executive order, which was an idea that came from the Marshall Plan that help rebuild Europe after world war ll.
The Audit came about after a gun battle at an Islamic University in Gaza pitted Fatah forces, and Palestinians loyal to President Mahmoud Abbas, against their rivals, Hamas which control the university and is designated a terrorist group by the United States. After the battle was over, Fatah displayed huge caches of weapons recovered from inside the university. Washington Times reported the school had received over $140,000 in aid from USAID. Palestinian police found several Iranian agents and an Iranian general teaching the students in the U.S.-funded chemistry lab how to make suicide bombs.
Two other cases was stated by the audit. USAID granted $180,000 to a Bosnian group whose president was on a watch list, which was barred him from entering the United States since 1997. The other case was a man sentenced to four years in prison for lying about his dealings with a disciple of Usama Bin Laden was part of a group that received $1 Million from USAID.
USAID, gives away billions of dollars in humanitarian aid, disaster relief, and pro-democracy programs every year. But it lacks the safeguards to prevent such incidents from recurring. The Federal Government has sought tighter controls on the disbursement of foreign aid. USAID's policies, procedures, and controls are not adequate to reasonably ensure against providing assistance to terrorists.
Spokesman for the Secretary of State, said they were going to look into the matter, and was committed to safeguarding taxpayers funds. Spokesperson Sean McCormack stated they have some issues with some of the facts, some of the analysis, and some of recommendations. But said they were going to look at it very seriously. They did not specify issues they had problems with.
I feel we can not afford to fund our enemies, and then have them use the weapons on us that we have bought for them. Until all the dangers of funding terrorist is removed we should stop sending aid to anyone. We have paid a much to high a cost already for our kindness.

Theses people take our money with one hand and slap our face with the other hand, and who it is intended for never gets it anyway.
I have no problem sending emergency aid in times of disaster, but just keep writing checks to ungrateful countries will come back to hurt us as it already has.
